Who Is Required to Issue a Tax Invoice?
The obligation to issue a tax invoice is exclusively attached to the status of a Taxable Entrepreneur (PKP). Business actors with gross turnover up to IDR 4.8 billion in one fiscal year are categorized as small entrepreneurs and may choose to be confirmed as PKP voluntarily.
However, if the annual business turnover has exceeded the IDR 4.8 billion threshold, the business is required to apply for PKP confirmation. Therefore, business entities in the form of CV Establishment or other business entities that do not yet have PKP status are not permitted to issue tax invoices when billing customers.

Tax invoices must be issued at the time of delivery of Taxable Goods/Services, at the time of payment receipt (if payment is received before delivery), or at the time of installment payment receipt. Inconsistency in tax invoice issuance timing can risk triggering late penalty fines from the tax authorities.
Provisions on 12% VAT Rate and Alternative Tax Base
In accordance with applicable tax regulations (PMK Number 131 of 2024), the VAT rate is set at 12%. However, for certain transactions, VAT is calculated using an Alternative Tax Base (DPP) of 11/12 of the selling price, compensation, or import value. With this mechanism, the VAT calculation becomes:
12% × 11/12 = 11%
Thus, the VAT imposed on transactions using the Alternative Tax Base mechanism effectively becomes 11%. Meanwhile, for Taxable Goods classified as luxury goods and subject to PPnBM, VAT is calculated at 12% of the selling price or import value according to applicable provisions.

Do all businesses issue invoices and tax invoices?
