Some companies this month received notices of a liquidation process despite never applying for one. The cause is failure to submit LKPM (Investment Activity Report) for more than 5 periods. The administrative sanctions imposed were successively not followed up, so a heavier sanction in the form of a liquidation process was carried out. Please note, an LKPM that has been filled in but has not yet been approved is still counted as not submitted.Â

1. What actually happened?
This month, a number of business operators were surprised to receive notice that their companies had entered a liquidation process, even though they had never applied for dissolution. This process did not happen suddenly. It is the end result of a series of administrative sanctions that were not responded to.
The pattern is generally the same:
- The company did not submit LKPM for several periods.
- The system imposed administrative sanctions in stages.
- Sanction notices were not read or not followed up.
- After more than 5 periods without LKPM, a heavy sanction was imposed: a liquidation process.
Many business owners only find out after the final notice appears. Yet earlier warnings were already present in the OSS system and in the registered email.
2. What is LKPM?
LKPM (Investment Activity Report) is a periodic report on the progress of business activities and the realization of investment. This report is submitted through the OSS (Online Single Submission) system by business operators that already have a NIB.
LKPM is not a formality. The government uses it to monitor whether a business is actually running in accordance with the permits issued.
3. Why can failing to report LKPM lead to liquidation?
LKPM is an obligation attached to business licensing. Ignored obligations are subject to staged administrative sanctions. If violations continue, sanctions escalate to heavier stages, up to a liquidation process.
Things that are often overlooked:
- Sanction warnings are sent via OSS and email, not by physical letter.
- Business operators assume that a company that is "inactive" does not need to report.
- There is no bill or fine that feels tangible, so LKPM is considered something that can be postponed.
Note: Details of the sanction stages and their legal consequences may change in accordance with the latest regulations. Check your company's status directly in OSS or consult a professional.
4. The trap: already filled in, but LKPM not yet approved
This is the most common mistake. An LKPM that has been filled in but does not have approved status is still counted as not submitted.
This means a company may feel compliant while being recorded in the system as delinquent. What determines it is the final status of the report, not merely having clicked submit.
What needs to be ensured:
- The report has approved status.
- If there are corrections or a rejection, the report is revised immediately and resubmitted.
- Investment realization and workforce data are consistent and reasonable.
5. Who is required to report, and how often?
The frequency of LKPM depends on the size of the business capital:
- Business capital above Rp5 billion: LKPM every 3 months (quarterly).
- Business capital of Rp1 billion to Rp5 billion: LKPM every 6 months (semiannually).
Make sure you check your business category and your company's reporting obligations in accordance with the NIB data and the latest provisions.
6. When is the LKPM submission schedule?
LKPM is submitted at the beginning of the following period:
- Early January
- Early April
- Early July
- Early October
Since we are now in October, the early October schedule is the period currently underway. If you have not done so, check your LKPM status right now. The exact deadline date should be checked directly in the OSS system.
7. How to make sure LKPM is safe from sanctions?
- Log in to OSS and check the LKPM menu and the period history.
- Check the status of each period. Make sure all are "approved", not just "submitted".
- Fill in overdue reports starting from the oldest period.
- Correct rejected reports as soon as possible.
- Monitor the email registered in OSS for sanction notifications.
- Set reminders at the beginning of every January, April, July, and October.
- Act immediately if you have received a sanction warning. The sooner it is handled, the greater the chance of avoiding the liquidation stage.
8. Frequently asked questions (FAQ)
Why was my company suddenly subject to a liquidation process?
The main cause is failure to submit LKPM for more than 5 periods. Successive administrative sanctions were not followed up, leading to a heavier sanction.
Is an LKPM that has been filled in but not yet approved considered reported?
No. An LKPM that does not have approved status is still counted as not submitted.
How often must LKPM be submitted?
For business capital above Rp5 billion, every 3 months. For capital of Rp1 billion to Rp5 billion, every 6 months.
When is the time to submit LKPM?
Early January, early April, early July, and early October.
Is a company that is not operating still required to submit LKPM?
As long as the NIB remains active, the reporting obligation remains attached. Inactivity does not automatically void the obligation. Consult on your company's condition before making a decision.
What if I have already received a liquidation notice?
Immediately check the status in OSS and contact a consultant or legal professional. Earlier handling opens up more resolution options.
How do I check LKPM status?
Log in to the company's OSS account, open the LKPM menu, then look at the status of each period. Make sure all have approved status.
